A dispute over a gender-neutral bathroom has endangered Peru’s plan to host the next gathering of the Organization of American States’ top decision-making body. Peru’s congress is dominated by social conservatives and it has voted to deny authorization for the scheduled Oct. 5-7 OAS General Assembly. It is supposed to bring together foreign ministers from across the hemisphere under the theme: “Together against inequality and discrimination.” The OAS had requested at least one gender-neutral bathroom be available. Peru’s Foreign Minister César Landa issued an appeal on Twitter Friday urging lawmakers to reconsider. He said the action “seriously damages the international image of Peru."

Officials say a man has been arrested in Texas in connection with the Southern California slayings of four women decades ago. Seventy-six-year-old Billy Ray Richardson was arrested Thursday by detectives from the Los Angeles and suburban Inglewood police departments with the assistance of officers from Fort Worth, Texas. Los Angeles police say Richardson was charged by prosecutors with four counts of first-degree murder with the special circumstance of multiple murder and murder in the commission of rape. It was not immediately known if Richardson has an attorney to comment on his behalf. He was in custody in Texas on Thursday awaiting extradition to Los Angeles.

Sri Lanka’s opposition leader, who will seek the presidency next week, is vowing to “listen to the people” who are struggling through the island nation’s worst economic crisis. He also says he will hold accountable the president who fled under pressure from protesters. In an interview Friday with The Associated Press, Sajith Premadasa said that if he wins the election in parliament, he would ensure that “an elective dictatorship never, ever occurs” in Sri Lanka. The former president, Gotabaya Rajapaksa, slipped away aboard a military plane Wednesday before arriving in Singapore. His resignation was officially announced Friday.

Mississippi's attorney general has no plan to prosecute the white woman whose accusation set off the lynching of Black teenager Emmett Till nearly 70 years ago. Michelle Williams is the chief of staff for Attorney General Lynn Fitch. Williams told The Associated Press on Friday that “there’s no new evidence to open the case back up" against Carolyn Bryant Donham. Williams also says Fitch’s office has not been in contact with the local Leflore County prosecutor who would handle any case. The Justice Department previously investigated without filing charges and closed the case. The department ended its most recent investigation in December.

Democratic Wisconsin Attorney General Josh Kaul has raised nearly $860,000 over the first half of the year and has more than $1.9 million cash on hand for his reelection bid this fall. Kaul’s fundraising reported Friday was nearly double that of one of his Republican rivals. Former state Rep. Adam Jarchow said he raised more than $445,000 over the first six months of the year. Jarchow, of Balsam Lake, had about $208,000 cash on hand. Other Republicans running, Fond du Lac County District Attorney Eric Toney and Chippewa Falls attorney Karen Mueller, had not yet filed their reports which were due by midnight Friday.

Liza, a 4-year-old girl with Down syndrome, was en route to see a speech therapist with her mother in central Ukraine when a Russian missile rained down from the sky. She never made it to the appointment. Now the images that tell the story of her life and its end are touching hearts worldwide. Liza, wearing a blue denim jacket with flowers, was among 23 people killed in Thursday’s missile strike in Vinnytsia. Her mother, Iryna Dmytrieva, was among the dozens injured. Shortly before the explosion, Dmytrieva had posted a video on social media showing her daughter happily walking through the city. After the missile strike, Ukraine’s emergency services shared photos showing her body next to her blood-stained stroller. The video and photos have gone viral.

The company that makes some of the world’s most iconic board games including Scrabble, Monopoly, and Clue is developing a new one based on Wordle, the obsessively popular digital word-guessing game. Hasbro Inc. and Wordle owner The New York Times announced Thursday that Wordle: The Party Game will be available for purchase in North America in October. In the free online version, players get six tries to guess a five-letter word. The drawback is that it can only be played once per day. The board game will give players the opportunity to play against others, and play as much as they want.

Democrat Beto O’Rourke has raised nearly $32 million in his bid for Texas governor during the first half of 2022. That's more than Republican Gov. Greg Abbott and a haul that puts their race on track to smash spending records in November’s midterm elections. The new figures released Friday put the two-term governor in the rare position of finding himself outraised, although his campaign has raised more than $30 million since the beginning of the year. The narrowing gap underlines O’Rourke’s durability as a fundraising powerhouse and how money is pouring into high-profile governor’s races even as inflation and President Joe Biden’s sagging approval creates strong headwinds for Democrats with voters.

Britain’s Prince Harry will address the U.N. General Assembly at its annual celebration of Nelson Madela International Day. South Africa's U.N. Mission said Friday he's expected to speak about the legacy of the South African anti-apartheid leader who spent 27 years in prison and became his country’s first Black leader. General Assembly spokesperson Paulina Kubiak officially announced the program for Monday's Nelson Mandela International Day, with Harry giving the keynote and participants including assembly president Abdulla Shahid, U.N. Deputy Secretary-General Amina Mohammed, New York Mayor Eric Adams and Guinea’s Foreign Minister Morissanda Kouaté.

The U.S. Justice Department has opened an investigation into the Maryland State Police to determine if the agency engaged in racially discriminatory hiring and promotion practices. Friday's announcement from federal prosecutors follows a series of complaints from Black troopers about harassment and mistreatment by fellow white officers. Those concerns had drawn the attention of a Maryland state legislator last year. According to a news release, Maryland Gov. Larry Hogan and Maryland State Police Superintendent Col. Woodrow W. Jones III have been informed and pledged cooperation with the investigation. Hogan’s office also says the state has committed funds to increase diversity and strengthen recruitment.

The union representing concession workers at Dodger Stadium says it won't strike during Major League Baseball’s All-Star Game and its related events. Unite Here Local 11 and concessionaire Compass Group and its subsidiary Levy Restaurants have made what the union says is “substantial progress” in contract negotiations this week. As a result, there won't be a strike during the All-Star events that begin Saturday and culminate in the game on Tuesday. Union spokesperson Maria Hernandez says both sides look forward to a successful event and continued negotiations. The union had earlier voted to authorize a strike.

Officials say that gunmen attacked a Malian army checkpoint outside Bamako, killing at least six people and wounding several others, raising concerns as attacks by jihadist groups move closer to the capital.  Amadou Sangho, spokesman for Mali’s Ministry of Security and Civil Protection, said the attack targeted the Zantiguila base, about 60 kilometers from Bamako. No group has claimed responsibility for the attack, but it bears the mark of the al-Qaida-linked group known as JNIM that has carried out several other attacks around Bamako.

Missouri's Republican Gov. Mike Parson says he won't call a special legislative session to address confusion over the state's new abortion ban. Parson on Thursday told KTVI that the issue is too complicated to be solved during a special session, which typically last days or at most weeks. Missouri's abortion ban includes an exception when it's necessary to save the life of the mother. Doctors, patients and others have asked for clarity on what medical emergencies that covers. Parson says doctors should be given the power to use their best judgment.

The National Transportation Safety Board says a runway location signal was off by 200 feet when operators of a regional jet missed the landing strip in 2019 in northern Maine. But the final report this week blames the pilots for failing to visually identify the runway before touching down. The United Express flight operated by Ohio-based CommutAir came to a rest in snow alongside the landing strip on March 4, 2019, at the Presque Isle International Airport. Three of the 31 passengers and crew members suffered minor injuries.

Navy leaders have disciplined more than 20 senior officers and sailors in connection with widespread leadership and other failures that contributed to the July 2020 arson fire that destroyed the USS Bonhomme Richard. The most significant actions were taken against members of the ship’s leadership team, including letters of reprimand and pay cuts for the former commander and executive officer. And Navy Secretary Del Toro issued a letter of censure to retired Vice Adm. Richard Brown, who was the commander of U.S. Pacific Fleet at the time of the fire.

Former Peruvian President Francisco Morales Bermudez has died at age 100. The general was credited with leading Peru back to civilian government — but he also was convicted abroad of involvement in “dirty war” crimes. His son Remigio Morales says the former president died Thursday night “of complications due to his age.” Morales Bermudez overthrew a harder-line junta in 1975 and immediately allowed all political exiles to return. He oversaw democratic elections in 1980 that returned civilian rule. But Italian courts convicted him of involvement in the abduction of Argentine leftists who had been living in Peru and who vanished in the hands of their country's own dictatorship.

An attorney representing 30 women who have accused the Houston Texans of turning a blind eye to allegations that Deshaun Watson was sexually assaulting and harassing women during massage sessions says they have settled their legal claims against the team. Tony Buzbee, the women's attorney, says the terms of the settlements reached between each of the women and the Texans are confidential. Buzbee says while only one of the women had filed a lawsuit against the team, the others had also intended to make legal claims against the Texans before the settlements were reached.

Authorities say a girl who was dubbed Princess Doe after her remains were found 40 years ago in a New Jersey cemetery has been identified as a Long Island teenager. Prosecutors said Friday that charges have been filed against the man they believe killed 17-year-old Dawn Olanick, of West Babylon, New York. Lehigh Valley Live reported that authorities say Arthur Kinlaw tried to lure Olanick into prostitution and killed her after she refused. Her beaten remains were found in a cemetery in Blairstown. Kinlaw is now 68 and is in prison on two murder convictions. Information about a lawyer who could speak for him wasn't immediately available.

The Georgia prosecutor investigating potential criminal interference in the 2020 presidential election says in a published interview she's considering requesting that former President Donald Trump testify under oath to a grand jury. Meanwhile, several people who've been subpoenaed as part of the probe have received letters informing them they're at risk of being indicted. That's according to a person familiar with the matter who insisted on anonymity to discuss an ongoing investigation. The developments underscore the accelerating nature of Fulton County District Attorney Fani Willis’ investigation and the key decisions that may lie ahead for prosecutors who've been scrutinizing efforts by Trump and his allies to undo his election loss in Georgia.

Auston Trusty was loaned to second-tier Birmingham City from Arsenal for the 2022-23 season before the 23-year-old defender played his first game for the Gunners. Trusty transferred from Colorado to Arsenal in January, and then was loaned back to the Rapids and played 16 league matches for Colorado this season. Both Arsenal and Colorado are owned by Stan Kroenke. Trusty played for Philadelphia in 2018-19 before moving to Colorado.

A group of academics from Yale University and other schools says a plan by Florida health officials that likely would restrict Medicaid insurance coverage for gender dysphoria treatments for transgender people lacks any sound medical justification. The Florida Agency for Health Care Administration says puberty blockers, cross-sex hormones and sex reassignment surgery haven't been proven safe or effective in treating gender dysphoria. Tom Wallace, the state’s deputy director of Medicaid, signed off on the report. The group of seven scientists and a law professor from Yale and other schools said in a report last week that the Florida’s agency’s conclusions are “incorrect and scientifically unfounded.”

Angie Craig’s reelection campaign had a $4.7 million war chest at the end of June, dwarfing that of her Republican challenger in what is expected to be Minnesota’s closest congressional race this year. Craig reported raising more than $1.4 million in the second quarter. The two-term congresswoman from Prior Lake is in a rematch with Republican Tyler Kistner, a Marine Corps veteran who’s also from Prior Lake and whom she defeated by just over 2 percentage points in 2020. Kistner reported raising $491,000 in the second quarter, finishing with a healthy $523,000 in cash on hand. The GOP hopes to flip the seat as it seeks to take control of the House.

Kentucky’s dominant Republican Party has achieved another long-sought goal. It has overtaken the Democratic Party in statewide voter registration. The Kentucky State Board of Elections announced Friday that the number of registered Republican voters stands at 1,612,060, compared with 1,609,569 Democrats. U.S. Senate Republican leader Mitch McConnell says his party’s registration advantage is something he never thought would happen. McConnell attributes his party’s achievement to decades of “hard work and grassroots efforts,” adding that “it’s just the beginning.” Republicans hold Kentucky’s U.S. Senate seats, five of six congressional seats, supermajorities in the legislature and most of the statewide constitutional offices.

Sen. Joe Manchin says Democrats should delay a broad economic package until more data on inflation is available later this summer. The pivotal West Virginia Democrat made his remarks Friday on a statewide talk radio show. His demand would jeopardize the measure’s fate and delay a showdown over the party’s top priorities until the cusp of November’s congressional elections. Manchin said that if party leaders want to plan votes on the measure this month, they should limit it to provisions curbing pharmaceutical prices, extending soon-to-expire federal health care subsidies and reducing federal deficits. Manchin's support is needed for Democrats to move legislation in the 50-50 Senate.
